My new pool's kinda weird skimmer setup "turbo skimmer"

So we recently finished our build and one thing I guess I never noticed until everything was pretty much done was how they do their skimmer.

Theres a return line through the skimmer bottom (but not all the way connected , theres a gap from return line, to the actual pool return)

Couldnt really find any examples online when I was googling around, but anyone seen this style before? Think it actually helps or hurts anything?

About 1% fact and 99% marketing hype..

In theory, the return water flow causes better suction in the skimmer line... (uses the Venturi effect..)

I suspect it does not work well at all with a VS pump..
