MY LINER HAS AN EXTRA WHITE STEP

At the end of last summer, I had my vinyl liner replaced, the pool partially filled, then immediately closed for the winter season.
Now that we are using the pool with the new liner, I realized that the liner was ordered with 4 steps but there are really only 3 steps. The white "step" at the bottom is an optical illusion where it looks like there is a fourth step but there isn't. This creates a dangerous situation because you misstep at the bottom of the steps.
Is there any way to correct this?

It may be a battle, but time to call the installer that spec'd and installed that liner. Best of all possible world's, like mechanics, they have "bone head mistake" insurance, and will replace the liner.
Unlikely, buy one can push for it. Or they can install the patch as Newdude suggested.

I don’t understand why they are white at all? The bottom edges look weird, not cut straight & also like its not attached on the bottom corner (probably an optical illusion).
I guess I have only ever seen vinyl over steps with the same pattern as the rest of the pool. It would definitely help all the seams be less noticeable.
Did you order the liner yourself or did the installer?
 
The top step corner also looks miscut. Although that may be an illusion too. Is the bottom "step" loose at the corners/edges?? Might it be a protective film cover they forgot to peel off when installing???? (Although I wouldn't be very aggressive in trying to peel it.....)
