Mustard algae in salt water system

No, phosphate remover removes phosphates, it does not kill algae. In most cases there is no need to worry about phosphate levels, even if you have algae.

The best way to kill algae is to follow the SLAM process. (If you go to the menu and click on pool school, the section on algae will describe the SLAM process, there is also a section about mustard algae, but you still need to perform and pass a regular SLAM first.

Do you have your own test kit? A good quality test kit is a must for this process. You will need either a Taylor k2006C (from Amazon or other online retailer, or the TF100 from tftestkits.net).

Do you have a CYA reading?

EDIT: Looks like I just missed your last post. If your CYA is 70 then yes, normal algae can grow when the FC is 3 ppm. That's something not normally taught, sadly, but CYA buffers chlorine and as the CYA increases the "normal" chlorine level also has to increase to compensate. That's one of the cores of TFP, the FC/CYA Levels.
