Mortar falling off

I'm not sure what to use to stop my mortar from falling off between my paver and my fiberglass pool. I don't want it to look "rubbery"
It was suggested that I use Boss 804 in grey. Do I cover all of the mortar or just the bottom where the mortar touches the fiberglass? What about under the coping?

My cement next to the coping is changing colors. It's only next to the coping. Pavers and brushed concrete not sealed.

It was suggested that I use Boss 804 in grey.

I would not use BOSS 804 or any silicone sealant on a pool. Once you apply silicone it will be impossible to put anything else on to repair the surface in the future.

Mortar should be repaired with new mortar or pool grout.

Was the concrete deck stained or painted?

It looks like the color that was applied has worn off those areas.
