Low voltage on two speed spa pump

Hi all. I was advised that I needed a new pump as it was tripping the pump fuse.
Anyway, I have removed the pump and was about to order a new two speed pump to replace it (the current pump is two speed).
I thought I would check the voltages on the two hot wires as a matter of interest.
One is 240v as I would expect but the other is barely reading just a few volts. Does this point to a faulty relay or control board rather than the pump, (the fuses are not tripping now the pump is out).??

Are we discussing a pump in the bottom of a standalone electric spa or a spa that is part of a pool system?

Show us pictures of the spa and pump and controls we are discussing.
