The TA is not zero if it turned green first though. There is -some- TA, just hard to know how much.

FC is 2. Been adding a few gallons of liquid chlorine a day. Pool stays in the shade for the most part of the day.

So, I inherited this pool with this new job in Steilacoom WA. Residents say it hasn't been running past 2 summers. I am starting to wonder if my test chemicals are accurate. Might be expired?

Yes, that's true. Maybe add enough baking soda to add 30-40 ppm TA and then retest.
