my new pentair easy touch with intellichlor is reading low flow in spa mode. Only in spa mode, works fine in pool mode. Any advice?

Show us pics of where the IntelliChlor cell was installed in your plumbing.
I suspect it was installed after the POOL/SPA return valve on the POOL side instead of being installed before the valve.

So I when I turn the pool to spa mode the actuators turn. I only feel water coming from jet in the spa though out of 5

Please provide wider pictures of all of your pool equipment and plumbing. Especially the area from your heater to your return pipes.

You really shoehorned your equipment into the alleyway.
The cell looks like it is in the correct place before the POOL/SPA valve.
I need to see the return pipes which I circled below with views facing toward the filter and away from the filter.
See what you can do about getting pics so we can follow the flow of the pipes.

I can not get an understanding of all your pipes from the disjointed pictures you are posting.
I see 4 motorized actuators. It would be helpful to understand the valve positions when in POOL mode and SPA mode.
The flow through your SWG cell should be the same in POOL mode or SPA mode since all the water needs to flow through the cell before it gets sent by the valve to the POOL or SPA.
It will take a lot more study of your pluming to figure out what may be going on. And I can not get a complete picture of it from your pics.
