Lots of water on top of the winter cover

This is the first winter we own a pool. I think the cover is a tarp cover. When the snow melts, we had a lot of rainy days. The cover has lots of water and leaves. The cover was pulled down to the bottom of the pool. I am not sure whether there is a leak or tear in the cover. I pumped the water out a little bit (I was worried that the pump would pump out all water if there is a leak in the cover) and tried to pull the cover up. But I failed since it is too heavy with so much water. What should I do? Should I pump all water out on top of the cover? If the cover has a hole, will I pump all water out of the pool and cause damages to the pool? Thanks!!

Get some strong folks to help pull the cover out of the water.

You didn't say what type of pool that you have but no reason to drain the water from the pool to pull the cover out.
