Losing the battle with algae

About two weeks ago, my pool first started going green (I think the FC dropped below 3 during a several day period of rain). I got the chlorine to about 8ppm and cleared the pool with flocculent after. It was back to blue, but in 4-5 days we got green again.

Saturday - added bleach to get to 15ppm because the CYA is 45. Added flocculent a few hours later but it didn't sink like the previous time.
Vacuumed yesterday but it was still cloudy and FC was at 2.5.

Last night I added shock (cal-hypo 56%) to get to close to 20ppm, woke up to a significantly cloudier pool and am at a loss. I really would like to get it green to be able to enjoy as much of the season left as we can, without it turning green 4 days later!

I have a test kit but not a Taylor one, I know I should go buy one but just currently don't have that available. The pool is an aboveground vinyl pool, 18000 gallons, sand filter (sand was changed 2 years ago, looks fine still but considering replacing).

The problem you have and we have is the ability to test the FC at the levels needed...

How are you testing to get 20 ppm?
do you have a FAS DPD test kit?
How did you test the CYA?

I went to the pool store last night and this morning. Added to 20ppm based on the pool store test yesterday. At 10 this morning it was at 11.5 (so added more based on that).

I don't think there's any place local that carries a test I can use for FC. What are the Taylor ones that include it?
