Loose green algae settling on bottom

I am getting a good bit of loose green algae on the bottom. I know my CYA is low and am working on that. The water is clear. Is this dead algae? If not how is it forming if the FC level is adequate?
 
With algae, I would not be adding CYA.

Have you done an OCLT, to make sure it is algae and not pollen?
If it is algae, you need to SLAM. Once that is done, then you can worry about bumping up your CYA to the recommended levels.
 
You seem to have a recurrent problem with algae, which indicates a lack of sufficient chlorine.

You need to increase the FC and maintain it at a level sufficient to keep the pool clear and free of algae.
