The handrail should be bonded. You can connect the signal generator there and then scan around the entire perimeter of the equipment for the bond wire.
The #8 green wire is not the bond wire, but it should be connected to the bond wire. So, you can connect the signal generator to the #8 green wire and then scan around the entire perimeter of the equipment pad for a signal.
If you connect the signal generator to the #8 green wire, you should be able to detect a signal at the handrail. That will prove that the pool is bonded and that signal method works.
