It seems like Jandy doesn't allow anyone to sell directly to the public anymore. I am trying to order a BWVL-MPV and cannot find any instock anywhere except they're distributor SCP and they won't sell directly to me either. Is there anyone here that has a license that would be able to help me out getting ahold of one of these valves?

That is Jandy -- they have made the conscious decision to exclude pool owner DIY with their products. We warn new pool owners of that as pool builders get lower prices from Jandy because of that. And they get the service call income.
