Looking for help with hot tub heater troubleshooting

I know this is not really the right place for asking questions about heaters, but it seems better here in the Hot tub section than anywhere else.

Digital spa controls: Brett Aqualine (Brett line BL-70)
Board: PWA 34-5007

This tub has not been run in a while after the motor went down. I have a new motor and pump and a new heater element in. It is back up and running now, but not heating. I am not getting any errors, but the there are some troubleshooting lights on. The element is new and seems to have the right resistance. I am not much of an electrician though. If I pull a wire off the pressure switch, I get a flow error. If I pull the wires and cross them before it starts, I don't get an error like I think the troubleshooting guide says I should. A shorted flow switch. I have plenty of flow by the way and a new filter.

I have a hi limit relay light on, the heater light on, the filter light on, and the ozone, but the ozone is not installed. It is not clear to me which of these lights is supposed to be on and which are not. I am not getting any high limit errors or flow errors. I have pulled all the connectors and reseated them. I have checked all the fuses and they look good. It is running fine other than the temperature. I can use my mulitmeter with some help, barely. The troubleshooting guide basically says if you don't have an error and you don't get the voltage at the heater terminals and the heater tests out, buy a new board. Any thoughts?
 
Yes, test the heater for voltage, if you are getting power at the heater the issue is the board.

Request the spa heat to be above current temperature on display. This will activate the heater. Then set multimeter to voltage and test the black and white wire coming from the heater. Depending if you have 120 or 240 electrical hook up you should get 120 or 240 at the multimeter if heater is on, this would indicate you have a bad board. If your not getting a reading maybe you have a bad heater (its new but it happens).

Does the Spa have two circuit boards or one?
 
It has one. I am not getting power to the heater for sure. The resistance on the heater seams to be okay. The troubleshooting lights are the puzzling thing. The high limit relay light being on might indicate that the relay is bad and that the board won't let the heater come on? I guess I am going to check the connections on it today, but I am beginning to think it is the board.

The only thing I wonder is if it is the High Limit relay, those are not on the board.
 
As long as the hi-limit light is on you won't get power to the heater.
Check the sensor and relay.

The relay you can jump, but the sensor has to return the right voltage.
So first verify the relay and then try disconnecting the sensor. If it makes no difference if the sensor is on or not, it's probably gone bad.
Board should (depending on the sensor type) be outputting 5v on the sensor-connector with the sensor disconnected.
