I've replaced my liner 3 times now (in 30 years), the last 2 times I did it myself. The bottom of my pool has what I think is called "poolcrete", it was a very smooth concrete, kind of like what my dad used to call "sand mix" i.e. concrete without much gravel in it. If yours is rough, I would think a coat of something smoother can be skimmed over it, but that's just guess work on my part.
Unless there are chunks of rock sticking up out of the concrete, or sharp edges, the liner doesn't really move on the concrete, so roughness should not matter much.
Are you sure the failure was in the bottom? My liner always fails at one of the corners where it is stretched around a radius, and doesn't have as good of a backing as it should have.
