Lights breaker tripping

Those boxes are weather resistant not waterproof. They are not designed to be sitting in a pool of water. Good chance that is the source of your problem.
 
ya come to think of it, if you can safely dig down 1 or 2 feet, then fill it in with some gravel in there to create
a french drain, that would help keep the box above the water from now on. Unless your water table is constantly at ground level,
and it fills it again regardless.
 
That box should also be turned 90 degrees so the opening is facing up to shed water and not get it in the box. If that is a light box, I think code is to have it raised like 4 feet off the ground anyway.

I believe NEC code is 18" but that's likely the culprit. At this point you probably have corrosion and/or damage to wiring. You are in the bizness so you know how dangerous this could be get it checked out by a pro so you sue him instead of someone sueing you. <---------- joke
