Leaky Waterfall

We have a waterfall spilling from the spa into the pool. When the pump is on, water leaks around the lip, and down the sides. Also, there are a couple of areas where water is coming thru the rocks below.

I’m looking for recommendations on materials to use.

I’m planning on purchasing some pool foam to fill in the gaps in the rocks, but I also wanted to run a bead of silicone down the side of the stone spout/spillway (or whatever it’s called).

No leaking apparent when the pump is off, so it looks like it has to be a problem with the stone work.

There should be a groove cut on the underside of the spillway lip to prevent water from wrapping around the bottom of the stone. Not sure if this is related to your problem, but it wouldn't help to take a look.
 
If you have the water up to the lip of the spillway and nothing is leaking, I would suspect either some leaks within the spillway itself or a plumbing leak that is only apparent when the pipes are pressurized.

If you run a garden hose in the spa to get water to run over the spillway, does the same phenomenon happen, or is it only when the pump is on?

If it is the spillway you could use silicone to seal the cracks, but that can get messy. I would try an epoxy grout that matches the stone and just wipe all excess off and keep it contained to the cracks/gaps.

Are there any jets in the wall between the pool and spa? Kind of seems like a leak in the wall might cause the issue.

Pictures/videos of the leaks would help as well.
