I lose about 4" of water every day. I have done all the obvious tests -- dye test, bucket test, closing off pipes, skimmer test. The pool water has now fallen about a foot below where it usually should be and, for the most part, stabilized. The walls are fiberglass. Is it possible to paint the pool with epoxy paint to slow down the leaky walls? If so, which paint would you recommend?

Water will stabilize at the level of the leak. Does the waterline fall across anything in the pool shell the enters or exits the pool (i.e. return). How far down from the pool top does it stabilize? It is possible you have a leak in a skimmer line or return line that is underground and the leak is at the level it stabilizes. Does that sound possible given you installation?

Pics would help.

Both the skimmer line and the return line are new. They were pressure tested. No leak there. Water falls about a foot and stabilizes. The return line is below the water stabilization point. Dye test has not revealed anything. Even had a diver come in and check the bottom of the pool. I am really stumped now.

Although the lines themselves were tested good just means the pipe is good but you can have a leak where they come through the pool wall external to the pipe or skimmer box. If this is in fact a hybrid pool I'd recommend just have a custom vinyl liner made and be done with the leaks. Had one like this some years back and the liner took care of it all.
