Leaking Jacuzzi - need help finding the correct sealant

Hello, I am helping a friend with a leak on his waterfall jacuzzi, I was going to use sikaflex to seal it but after reading up a bit, it is not recommended to have the sika under the waterline because it is not really chlorine resistant and I would like it to last so now I am thinking of using mortar but not sure what kind to buy.

in the picture below the jacuzzi has a waterfall (red line) and in the blue areas, you can see mold/algae and water dripping out of the rock. the waterfall does not splash that far to the side so it has a leak somewhere.

Here is a picture of where I would like to seal. There is a layer of stacked rock and cement or mortar attaching them to the jacuzzi under the water line. There is a gap in the corners where I suspect it is leaking but I would like to seal the whole front edge. If Mortar is recommended, what brand should I buy?

On a side note, is there a recommended way to remove the white satins on the rock
