Leak sides of stairs

I have a vinyl pool with fiberglass stairs. I hear gurgling or some kind of sound on both sides of the stairs and when I press a certain locations near the flange on either side the sound stops. Does that mean I need to replace something to correct it? Anyone have a video showing how to do it? Thank you
