Leak in anchor bracket (s)

I started loosing water from my gunnite pool in mid September. I let it drop and have been logging a lot of data, pointing to
a leak in one or more of the anchor brackets, possibly due to shrinking soil during an extreme drought in Arkansas,
which may be finally lifting. I didn't see any cracks in the plastic, but nonetheless, did a couple of coats of PC-11 around the back side of each plastic socket (inset about 3-4" in the gunnite) and on each end of the metal posts.

One or more bracket is still leaking but at a much slower rate.

Should I fill each of the sockets? If so what should I use?

Show us pictures of your pool and the anchor brackets.
 
I don't see how your shrinking soil can affect the anchor bracket that is in the gunite wall.

A small crack around the plastic anchor will not leak much water into the gunite shell unless the gunite has a crack through behind it. And then you would likely see the crack.
 
There isn't any other option in the pool between 9-13" below the coping. The first time around I lost 2.5" in 13 hours. Currently I'm losing about 1/2 inch a day and I estimate the evaporation rate to be 1/8" or less.
