I have been battling a leak around my drain plug and bulkhead. I replaced both to try and correct the problem, but there seems to still be a leak around the bulkhead. I have a picture of one I purchased. My question is, the o-ring is very loose and seems too big? Should it fit snugly, or is it designed to be loose/oversized? It came with the unit. I do not see any cracks anywhere.

What filter are we discussing? Generally an o-ring should be snug and will generally have a groove that it seats in. Pics of the filter, the drain of the filter with the bulkhead out, and the actual bulkhead fitting and o-ring itself would be helpful.
