Lars heater problem jacuzzi

I am an electrnics guy
My jacuzi lars heater wont come on
The black yellow to the th terminal on ignition shows zero volts
When i attach thermistter i hear the telay click bit stilll zero volts
I bought two temperature contollers trying to fix it
All when installed show zer volts to the th terminal

If i attach the 25 volt black wite to the th terminal it stats right up

So someone said its the controller
I dont really want to buy a third one

Sounds like one of the safeties in the circuit leading to the TH terminal is open.
