Should the Jandy JXi400 with VersaFlo immediately shutoff once the flow gets below a certain point for protection? Heater is brand new.

I fired up my heater and was adjusting the bypass valve to see where the heater would detect low flow and shutoff. I started at 100% flow through heater and then kept closing the value more and more, but the heater continued to operate. I was able to get the valve fully closed with no water to the heater and it kept running! It started making loud banging noises like marbles were banging around inside and then the heater shutoff because the water temperature got to 132 inside which was above the set point.
 
The heater has a pressure switch, not a flow switch. What you did in closing the valve was lock the pressure in the heater and it kept running. Don't do that.
