Jandy Aquapure 1400 has me pulling my hair out

Guys, at the tail end of a frustrating summer, I thought I had beat this thing into submission. I’ve been through green pools, a new cell, and a new back board, and everything was looking ok. Now it’s giving me a 123 code again. Cell is clean. Ran the Jandy troubleshooting with my meter. The Troubleshooting PCB – Salinity came in at 3.2 instead of the acceptable range of 2.7 - 3.1, but the real trouble was cell voltage, which was only 12 instead of 30, and current, which was essentially 0 instead of 120mV. Any thoughts on where to go now? Is the back board bad? Front board? Thanks in advance.
 
Did you replace the cord when you replaced the cell?

Did you remove the cell cord and look at the connection for any corrosion or water leakage?

How did you test the salinity?
