Jandy 2444 valve not turning all the way

I just replaced the actuator and set the cams. I set the cams with the actuator off of the valve and it looks like it stops in both directions where it needs to. When I install the actuator on the valve it will turn about half way and stop and go back and forth like the diverter is stuck and causing it to hit a torque limit. With the actuator off I can manually turn the diverter with the handle and it feels smooth. I didn't replace the diverter.

Any ideas?
 
I set the cams with the actuator on the valve and the actuator top off. It takes some trial and error using the toggle switch to get the cams set where I want. You have to observe where it is shutting off and make minor adjustments.
