Is this the overflow or fill line?

I did not get auto fill and do not have an over flow grate. All I have is this hole that has no plumbing attached. What is this and is it normal?

Most likely an overflow line but could be either.

Obviously, if there is no plumbing attached, it can't be a fill line.

It could just allow overflow water to drain into the ground, but your pool builder would have to be awful lazy to do that.. :mrgreen:

Put a hose into that pipe and see if you can see or hear where water is coming out.
 
I don't have auto fill, but do have a fill line. It is a dedicated 3/4 inch water line at the top of my tile line. It is handy to not have to drag the hose out but up to you to turn it on / off. I keep a rubber band on the valve to put on my wrist when filling the pool. It is a reminder for me to shut it off. I learned the hard way.
