Is this a decent sequestrant?

What are you trying to accomplish?

What brand is it?

Maintenance dosing to keep metal staining at bay..
My white stairs turn brownish if I don't do this.

Brand is Eclipse 3 (it's what the pool store has - I wasn't looking for this brand specifically). Thanks.

A search does not find that product.

Can you post a pic of the label and ingredients?

@JoyfulNoise may have ideas.

I've (hopefully) attached the SDS as well.

This doesn't answer much about its usefulness in pools or how effective it is for what you want:

The phosphonate you listed goes by HEDP as a quick abbreviation. The salt just means in place of a proton(s) it has a sodium ion(s). It's effectively the same thing. It's a chelator so it's a good sequestrant generally and is a common one. The salt might be easier to manufacture or to package than the free acid.

Your stains sound like iron stains and I'd be concerned about why those are occurring. I don't know your post history, so it could just be from your fill water. I'm sure others will add more.
