Is my ozone generator working?

Not many of us here believe in "magic"... UV, Ozone, and Mineral systems all sound good, but in reality, they don't live up to the hype. There is just enough truth in their claims to keep them from being sued, but not enough for them to provide any real benefit.

It that were my pool, it would already been gone... :p

I would assume it is not working and manage your pool accordingly. And I would not replace it.

Spend that money on a SWG.
 
Besides the electrical conduit that we can see, there should be tubing ran from the unit on the bottom left side to an injector on the return side of the pool plumbing. It apparently isn't there, so there's no way for it to be working. There should also be an air inlet flowmeter on that same side, and it isn't there either.

I'd have to say that in the current condition, it isn't hooked up. Maybe you should try to get it in a Geico commercial! :)
