Is my new concrete coping scaling?

I'm new to the thread. It's our first time building a pool and we're in the middle of winter. They poured concrete for the coping yesterday and temps dropped into the 30's and this picture looks like its scaling but I'm not too familiar with concrete curing and problems. I'm not sure if there is a fix here and if I'm being picky or not. Is this just cosmetic and acceptable or would the average owner ask to get this fixed? Our contractor seems to want to rush the project without taking in consideration temps and weather.

Was it present prior to the freeze and have you put any water on the concrete to see if it comes off?

No it wasn’t present. There are other areas that look like brushed concrete still so it’s due to frost or whatever.
