Well, the filter is good but the sleeve is not. Generally, those filter sleeves pull right out (with a little force). Get a new one and you'll be good to go! Post the model/size of your filter if you would like us to help you find it.
It rotates just a bit into position when installed to help secure it...and the tabs that it settles on broke off- I certainly didn't feel like I used any real force when I pulled it out - just came out. It's like 180 bucks for a new one
