Is it safe to dig 1 feet deep hole on the cement where pool equipment sits?

Hi I want to replace the old fence surrounding the pool equipment to block them from visual.
The fence guy asks if they can drill one foot deep hole on the cement, as shown in the photo below, to drop fence posts. I wonder if it would break any plumbing.
My pool guy says should be fine but I'd better check at different sources to make sure it's fine, otherwise it'd be a critical problem.

I doubt there is any plumbing inside the concrete, but no telling what is under the concrete.

I would cut out just the concrete and then start digging by hand below that point.

Although I'm not sure how useful it will be only going down only one foot..

That picture is incomplete.

Which way is the pool from there?
Which way to the gas meter from the heater gas pipe?
Where's the electrical?

You could end up hitting something with the drill that would require digging it all up to repair things.

What about drilling concrete anchors and bolting it to the concrete?
