Is fiber type concrete expansion joint suitable for pool parameter?

My kids are getting ready to pour concrete and the concrete company is using a standard expansion joint material made out of some type of fiber (coconut?) instead of the traditional foam backer with tear off like was used in my pool it doesn’t look to have near the compressibility of foam. Is this suitable or do we need to stop progress and have them replace it with something else?

That type of expansion joint material is common, foam is easily manipulated around objects than other materials and so more commonly used.
