iOS app apple id purchase transfer

Hello,
I purchased the ios app under my old apple id. I am transitioning away from that to a new apple id. Is it possible to transfer my purchase to that apple id?

I tried submitting this question via the "contact us" link, but it denied it claiming a spam error.
