Intex - New pump, new salt cell, still getting 'low salt' - is it because the cell housing is leaking?

I don't know what else to swap out. Brand new pump with electronics, so that shouldn't be broken, brand new salt cell. The only thing I can think is that the housing that the salt cell sits in must be air tight? Its leaking but not so much that water doesn't flow past the cell.

Any ideas? Thank you.
