Just was turning on the pump for the first time to make sure it's all working before I attach the vaccuum. Filter makes noise but no action. Both inlet and outlet are unlocked. There's water in tank and in leaf trap. Any thoughts.

If the pump is humming and no water is moving double check that there are no caps on the intake and output lines at the pool. Also check the pump basket for debris. If everything is clear and no water is moving then you will need to replace the pump.
