Mark, - have you resolved your issue and what was the problem? I have the same symptoms: all lights off on IC40, surge board has D1 red blinking, D2,6,7 - solid green. Voltage on the surge board connector (red+black) 26.9V

@Jimrahbe , - is that voltage too low? anything else I can do to troubleshoot it further?

How did you measure the 26.9V?

Was that with the cell connected?

I am not sure what the low limit is, but on my system I get 35 VDC when the cell is making chlorine, and about 40 VDC when the cell is at rest.

I have seen posts where 28 VDC appeared to work.

The cell light will all be off if the voltage is too low, or the cell is bad.

A new Cell is a lot more than a new Surge card. If you were measuring 30 or more VDC out of the surge card, I'd tell you to buy a new cell. With only 26 VDC out of the Surge card, I'd buy a new Surge card, and then a new cell if still not working.

Just for the posterity, if anyone will be looking:
1) The voltage 26.9V is apparently sufficient and can run the cell normally
2) I replaced first the surge board (as suggested and since it's much less expensive - look it up on amazon, they have them for $80) - the problem remained.
3) replaced the cell itself and that fixed the issue.

In my case it was completely dead cell - most probably as a result a big lightning storm that took out a few things on my property. Thank you all (and especially @Jimrahbe) for your valuable input!
