So as the title says, I opened the pool this year and noticed some of the finish (pebbles) on my feet as I walked in the ledge. As I started brushing the surface of the pool and got over to the ledge, large amounts of "finish" started coming up...so I then vacuumed it all up and now have quite a bit of "particulate" that has come off of the ledge, and clearly a bunch of gunite is now exposed. This is only happening on the tanning ledge and nowhere else (yet). Pool and finish are only 3 years old, and I was told the CLI finish has a lifetime warranty by the pool builder, I now read on the CLI website it's only a 5 year warranty and only on the product...not any required installation.
So now the question is, any idea why it happened? And before I contact pool company (whom if you remember we had a rough go of it when we built our pool) should I expect them to fix this and honor their lifetime warranty claim (I haven't checked my contract and I doubt it really is a lifetime warranty)? I know you want a pic, so here is a couple:

Anyway, as you can see it's pretty clearly peeling away, and I know the next question....Chemistry...here you go:
I didn't do a panel when I opened (never have) but here it is after it was cleaned and up to speed

TA - 70
CH - 300
CYA - 50
Salt - 3200 ppm
So any reason you can think of why this would be happening other than application error?

BTW, pool company warranty dept called back and warranty for plaster is 3 years...this opening marks my 4th year...go figure.
So, while the wife fights (I don't have the energy to deal with this terrible pool builder) I need to figure out how to address this. I'm guessing since it's just the ledge I can get the material and apply it (or pay someone to) as it's 144sqft I doubt its a fortune...but looking for input here as well.
