initial fill, low CYA, what should target chlorine be?

After initially filling pool (new liner), my CYA is being brought up but is currently well below 20 (min value on the chlorine-CYA chart). It's only 5 ppm. What should my target chlorine level be? I've found from new fills in the past that it doesn't seem to take much chlorine when CYA is so low, but wondering what others think.

More background, after running some pucks in a floater for a day, I had (from pool company's test):
  • CYA 5 ppm
  • free chlorine 0.3 ppm
  • combined chlorine 0
Of course, the pool company told me to shock it with 750g of shock (would add about 8ppm chlorine). But the water is crystal clear and no traces of algae so that seems ridiculous.
 
3ppm FC worth of liquid chlorine.

Add more CYA. You should target 40 ppm if you are in southern Canada.
