Inground pool ladder too short - extension?

Our Inground pool ladder only has two rungs/steps on it. We’re not as limber as we once were and would like to have at least two additional rungs, maybe three. Is there some type of extension we can hang on the ladder to add steps?

I tried to remove the ladder a few years ago and it wouldn’t budge. (Even put a jack under it to help lift it out.) So replacement isn’t an option.

What about constructing two rungs using polyethylene rope? You can find ladder rungs. Knot two or three rungs together hanging down from the existing ladder. It may not be pretty but it can give you the boost you need.
