My ic40 was manufactured in 2014 but has only been in service for 2-3 years. It shows it has 4000 hours on it. The “inspect cell” light is blinking but the cells are clean. The salt level is around 3500. It is run for 10 hours per day at 100% but not producing any chlorine. Any ideas? Would the flow switch have anything to do with it? All the other lights are green (normal).

Where are you getting the salt level from? The cell or a K-1766 Taylor Salt Test or salt test strips?
Inspect Cell usually means the cell is dead and needs to be replaced.
