I Think it is Sap

Hi. I have an inground vinyl pool with a salt filter and this pool has been clear and trouble free for years. However lately I am getting some dark dots that are stuck to the bottom of the pool and are extremely difficult to get out. Vacuuming doesn't do it and brushing with my regular brush doesn't do it. I purchased a small scrubbing brush that I attach to my skimmer pole and with some elbow grease the droplets will come up. This year there are too many to keep scrubbing like this. I think it is sap because these spots are concentrated at the deep end of my pool where there is a decorative maple tree. (I'm not allowed to cut down the tree). Any thoughts on how to keep this clean?

Curious if you have pool decking in that area, and if so, does it also have spotting? If you suspect a secretion from the tree, check it for insects or other sources of damage to the bark/leaves.
