Do not know what the big loop of pipe is for. Looks like an air opening, but for what, do not know.

If you wish to risk draining, that is up to you. I still recommend you look at the article I linked to above.
Yeah I will do, thanks for all the help with this, i really appreciate it. I guess the other question is if I want to spend a lot of money replacing water in a pool that I'm going to replaster in the coming months. I need to look at how many gallons I need to replace to get the cya down and how much that's going to cost me.
 
If you are going to replaster, just live with it. You will not totally eradicate the algae. You can keep it sort of at bay with lots of liquid chlorine.
