I heard someone say they need grass in place to pass pool inspection

While flicking through some local FB pages here in Florida, I saw someone looking for a sod company, citing that they needed grass in place to pass a pool inspection? I was unaware that was the case. We passed but we have a paver deck, screened cage but there was no grass around our cage immediately after the build because of the amount of machinery that was on site. Anyone ever heard of this requirement?
 
Some places have grading aspects to their permit inspections to prevent runoff. They want to ensure the land has been properly paved/seeded/sodded/landscaped for that purpose.
