I have pebble tec on my tanning ledge that I do not like. I want to overlay it and was wondering if I could use a colored portland cement to overlay the pebble tec.

The PebbleTec could be covered over, though it will be tricky to get a good enough bond. To get that bond to work the current surface needs to be carefully cleaned, you will need to use a bonding agent, and the new layer has to have some thickness so it doesn't just flake off. Chipping out and then applying plaster would be more reliable.
