How to proceed with a new, totally out of balance pool?

At a CYA of 60 you are safe up to a FC of 24. However your pH test becomes invalid and can read high when FC is over 10.
So with your photometer accurate to FC of 6 then running your FC at the top of what youc an measure is best for you.

Regarding high alcalinity.
Does it usually become an on-going problem that requires constant addition of acid?
Or does it normally stabilize at a certain number after the initial process of having brought it down into an acceptable range?

My water source is highly alkaline.
I suspect I'll be adding some of it to the pool during the dry season.
Will it be the only input of new alkalinity that I would have to neutralize with acid?
In the wet season I don't expect to have a need to battle high alkalinity due to input of rain water which is slightly acidic and that alone should help to keep alkalinity down.

Exactly. Unless you do something chemically to move the TA (like baking soda), new water top-offs can influence the TA a bit.
