The cams on my pentair electric actuator got loose so the shaft of the diverter valve spun freely. I took the handle off and now I can’t see anyway to tell on the shaft where the actual valve is in relation to the piping. Do I need to take the valve cover off or am I missing something?

The handle will only slide on the shaft one way. The handle indicates the diverter position. Slide the handle back on the diverter.
If you look at the shaft you will see that one of the slots is smaller. That is the "closed/off" position. If you have lost the handle, make sure it is directly in line with the port you want closed.
