How to cleanup for repatching liner

I have a patch on a vinyl liner (use a piece of liner and HH-66 adhesive) that has come loose and I need to remove it and clean the area around the hole before applying a new patch. I'm having trouble removing all of the crud around the hole. Any suggestions on what to use to clean it? I found a couple places that sell HH-66 Thinner that is suppose to work but the price plus shipping is too high.
 
How old is the liner and how large is the old patch? You may want to just make the patch larger. Is this under water (deep enough where you can not drain) so you can work without water? You can also try a paint store and see if they have small bottles of thinner as well, but again a lot depends on where the old patch is.
 
Something to consider: cut off as much of the old patch as possible without cutting the liner. Cut a larger patch from liner material and glue it over the old patch remnant, covering the old patch, and the hole. Using Boxer 100 works great and holds very well. We patched under water 2 months ago and its still holding.

I would carefully trim the loose edges with manicure scissors and glue a larger patch on top. Rounding the edges on the patch and making it about 2" bigger all the way around will help it stick better. On an old liner or with really good glue, you have to be careful if you try to pull off an old patch. The liner could tear more, or stretch out on the pulled area, making it more difficult to patch.
 
Thanks for the replies. The hole is about about 6 inches long. It's really just a horizontal split that spreads open an inch or two. It is above the water line but is sometimes at or below the water line when the water level is high, say from rain. The main reason for the patch is to prevent the split from getting any bigger. I've patched and re-patched a few times over the past two years. The problem is that the patch comes loose and dirty and other debris sticks to the glued area. I should be able to remove the current patch, since it seems rather loose. I would like to apply a patch about the same size so that I don't have to work under water. Not sure what's the best way to remove the old glue before re-patching.
 
Maybe your patch is not clean and you are not using enough glue. When you apply, hold pressure for a minute. I have 2 patches and they are from 2014 and 2015 and have not come loose. One just showed up as I think the liner was damaged during install and the other was done by the pool company (as I had a problem).

How old is the liner and how far down? Can water be drained? If just on the walls, then you can drain below the surface and refill. Patches should not be applied and come off in this short of a time. I am told that patches last 10+ years or the life of the liner.
