How screwed am I? Stopped filling pool mid way after a replaster job: Ring on walls

It sounds like $10K to have the pool the way you wanted it, or live with the ring. Or 3rd option, $6400 and no diamondbrite. FWIW, plain plaster is elegant and nice in a swimming pool. It can be white which IMO looks great, or various blues or grays. It's a bit smoother on the feet, and on stray knuckles when swimming or playing. Not the end of the world by any means.
 
Am I understanding this will be the 3rd plaster application on this build? I think if it was me I would have them acid wash and see how that looks with water.
