How much smaller should the vinyl liner be from actual dimensions?

Just had a new pool installed. My builder having issues getting my 90 degree corners on the deep end tight. I understand it will never be a 90 degree, but I have at least 3 inches behind each corner. This seems un acceptable. The print for the liner dimensions show 15'9" on length, I am measuring its 16' physically. My next issue is the sun shelf/steps. The physical dimensions on the print are correct, but the liner is 3" shorter if going by the seam dimensions. So I get the liner companies allow for stretch, but 3"?? The water is so shallow on the step, how could it stretch 3"? So I have 2 issues, sounds like builder screwed up the dimensions on the deep end corners, and the liner company screwed up on the sun shelf. Looking for some input...Thanks
