I have a 16 inch intex sand filter. Im currently doing a slam and want to speed up the process of clearing up the cloudiness. How many lbs of DE should I add to my skimmer?

Read the above. Start with small amounts (1/4 cup, 1/2 cup) and stop when your filter pressure rise by 1 psi. Backwash when the filter pressure rises by 25% over clean (pre DE) filter pressure.
Yes. DE is dirt to the filter. You are just forcing the filter to be dirty so it filters better. When you backwash, it will flush the dirt, and DE, out. So if you wish, you will need to add more DE.
Be ready for the filter pressure to rise quickly when using DE, especially at the start.
